Following EU Parliament’s vote in January 2009, the UK executive is seeking input from stakeholders on the key transposition issues resulting from Directive on the Sustainable use of Pesticides (Directive 2009/128/EC) and two provisions in the Regulation on Plant Protection Product Authorisations (Regulation (EC) No 1107/2009).

Rising expectations from society at large puts extreme pressure on farmers and the agricultural industry to get their act together.

The setting up of National Action Plans may be part of the answer but propositions such as obligations for prior notification of spraying near houses and access to pesticide records are more likely to exacerbate tensions and widen misunderstandings.

If the French experience of ECOPHYTO 2018 is anything to go by, both sides, as it were, the pros and cons of chemical plant protection, must enter dialogue with no preconceive ideas about their opponents’ aims and objectives and a real determination to overcome difficulties.

This ancestral industry is worth a debate !

Publiée au JOUE le 24 novembre 2009, la Directive 2009/128/CE du Parlement européen et du Conseil  du 21 octobre 2009  instaurant un cadre d’action communautaire pour parvenir à une utilisation des pesticides compatible avec le développement durable :

Le 13 janvier 2009, le Parlement européen adoptait sa position en deuxième lecture en vue de l'adoption du règlement concernant la mise sur le marché des produits phytopharmaceutiques et abrogeant les directives 79/117/CEE et 91/414/CEE.

Ce texte est complété par une directive instaurant un cadre d'action communautaire pour parvenir à une utilisation des pesticides compatible avec le développement durable.

2002  DG ENVIRONMENT / AUDACE's contribution

En 2002 la Direction Générale Environnement menait une réflexion sur le thème d'une stratégie thématique de l'utilisation durable des PPP auquel AUDACE participa avec un document de 22 pages 

Si cette réflexion était menée essentiellement pour remédier au mauvais usage des PPP, la contribution d'AUDACE avait l'ambition de s'opposer au consensus, établi au fil des colloques et communications, qui consiste à retenir exclusivement la responsabilité de l'agriculteur dès qu'il s'agit de devoir admettre les effets pernicieux de la phytopharmacie.

Cette contribution n'avait pas d'objectif polémiste à l'égard de la réglementation et de l'industrie agrochimique bien qu'elle leur imputait l'essentiel des disfontionnements:

Following the Corfu meeting The Commission issued a report.

However, « information that was on both ‘Conclusion of Workshop’ and ‘Report from breakout Group 3’ had quite obviously gone astray or was rephrased in such a way that could be misleading and in one case even had completely the opposite meaning. Further, a statement claimed unanimity on an issue that was vehemently opposed. »
